The legislative intent is to increase the availability of the opportunity environment with its adjustment purpose for pupils in grades 7 through 9 who are experiencing difficulties in school, who are now or are in danger of becoming irregular in attendance, habitually truant, or insubordinate, or disorderly during attendance upon instruction. (Education Code Section 48643)
